Special Education - Overview
The following are the procedures that the Department of Defense Education Activity (DoDEA ) follows in the identification and provision of special education services for eligible Department of Defense (DoD) dependents residing in areas where there is no DoDEA school. Prior to any special education activity, Non-DoD School Program (NDSP) entitlements and command sponsorship must be verified. The DoDEA NDSP is committed to the provision of appropriate special education and related services for DoD dependents who are space-required and eligible for NDSP under DoD Directive 1342.13, “Eligibility Requirements for Education of Minor Dependents in Overseas Areas,” July 8, 1982, as amended. It is the intent of the NDSP to follow the guidance and principles set forth in DoD Instruction 1342.12, “Provision of Early Intervention and Special Education Services to Eligible DoD Dependents,” December 16, 2003; which is the DoDEA’s implementing instruction for IDEA (Individuals with Disabilities Education Act). If your child is having difficulty academically or socially in the overseas school, contact your Liaison’s officer. The Liaison will begin the collaborative decisions about what services are recommended by the school. If your child is referred to have a comprehensive diagnostic evaluation due to a suspected disability, the Area NDSP POC facilitates the required assessments and location. Your permission is needed prior to beginning any funded formalized assessments. The purpose of the assessments is to provide insight into factors influencing your child’s academic and or behavioral problems that are interfering with his or her educational success. If your child’s school does not have the special education resources, the NDSP Special Education Eligibility allows the funding for extra services such as tutoring, counseling, and speech services. Prior to incurring any expense, authorization of payment for the cost of any service must be issued by the NDSP. DoD sponsors assigned to overseas locations are not authorized to obligate the US Government, contract with a private institution, or charge educational fees to DoDEA appropriations, i.e., Foreign Military Sales, Security Assistance Office, or Military Assistance Program case funds without obtaining prior approval from the DoDEA NDSP. rior to any funded educational services, command sponsorship must be verified.
