I. Call to Order and Pledge of Allegiance
The regular
meeting of the Fort Campbell School Board was called to order on 24 April 2006
at 1600 hours by (Name Deleted), president.

Approval of Minutes
A motion
was made by (Name Deleted), seconded by (Name Deleted), to approve the minutes
from the 27 March 2006 School Board Meeting as presented.

Business
A. School Based Counseling Program
Presentation
A licensed
Clinical Social Worker and a Counseling Psychologist provided members with a
Presentation on the School Based Counseling Program that

between the BACH and school counselors so assistance can continue throughout
the school week.
B. High School Students Request for Dress
Code Exemption
Student
representatives from FCHS requested that the Board consider their request to
modify the dress code to allow FCHS students to wear gray and royal blue
shirts. The students provided a PowerPoint
presentation that discussed the purpose of the request, the school’s mission,
and supporting statements. The high school’s
school colors are blue and gray.
Allowing the students to wear gray and royal blue shirts would be
another attempt to increase school spirit and support.
A motion was made by (Name Deleted),
seconded by (Name Deleted), to approve the request to modify the dress code
policy to allow gray and royal blue as acceptable colors for high school
students.

C. Middle School Students/High School
Athletics
Members
continued their discussion on the issue of middle school students being allowed
to play high school sports. A review of
the KHSAA requirements shows that this organization does not place limits on
the level of play, e.g., junior varsity vs. varsity, on high school athletic
teams for eligible middle school students in sports except the contact sports
of soccer, football, and wrestling (begins 7th grade). Parents who were at the meeting expressed
their views in favor of allowing middle school students to play varsity sports
and stated their reasons why. (Name
Deleted) clarified that her intention was not to eliminate middle school
students from playing at the high school level, but rather have them play
junior varsity rather than varsity. A committee
will be developed to further study this issue.
The committee will include representation from various constituency
groups. It was also requested that this
issue be discussed in an open forum in order to allow the community to express
their opinions.
D. Donation of Gift Distribution
The board
was presented with the formula for distributing the 750 backpacks that were
donated to Fort Campbell Schools by the Fort Campbell Historical Foundation.

E. Finding Time Initiative Status Report
(Name
Deleted) discussed the status report of the Finding Time Initiative and reviewed
its purpose. She recommended that we
continue the Initiative into next year with modifications that incorporate
suggestions from teachers via their representative and suggestions from parent
input. She asked (Name Deleted) to
address the board on this issue. (Name
Deleted) questioned (Name Deleted) addressing the Board. (Name Deleted) explained that (Name Deleted)
was part of the presentation.
A motion
was made by (Name Deleted), seconded by (Name Deleted), to continue the
Initiative with the suggested modifications and to evaluate it on a yearly
basis.

F. Response to School Board Inquiry
In response
to a board inquiry regarding the avenues available to elected members of school
boards in DDESS to have input into curriculum and program decisions made at
levels above the community and district, legal counsel advised that the DDESS
Director is made aware of school board issues and concerns via a number of avenues. A formal advisory body composed of
representatives of various constituency groups is not currently in place. It was the consensus of members to write a
letter to the DDESS Director to specifically recommend that a formal advisory
group be developed.

Members
were provided with a copy of the latest school newsletters that have been
published.
