Position: Education Program Administrator (Assistant Superintendent) Salary Range: $98,364 - 127,825 per annum

TYPE OF APPOINTMENT: POSITION(S) UNDER THIS ANNOUNCEMENT WILL BE FILLED BY APPOINTMENT IN THE EXCEPTED SERVICE.

The Department of Defense Education Activity (DoDEA), Domestic Dependent Elementary and Secondary Schools (DDESS), is currently accepting applications under examining authority authorized by 10 USC, Section 2164, for the above permanent position.

MAJOR DUTIES

Assist the Superintendent to plan, develop, and revise curricula and extra-curricula programs.

  • Conducts continuous study of curriculum of the school system to ensure an optimum school program which meets needs of students and community and ensures accreditation.
  • Develops and recommends adoption of courses of study, curriculum guides, major changes in instructional materials and time schedules to be used in the schools.
  • Conducts continuous review and evaluation of instructional methods and techniques and ensures that instructional staff is thoroughly qualified and properly certified in applicable areas of subject matter and presentation.
  • Implements, provides leadership and evaluation of the educational program at a small school system within the district.
  • Serves as consultant and advisor to the school board and the command on education matters.
  • Develops and keeps current policies and procedures for the administration of District School System.
  • Indirectly supervises a staff of school professional, administrative and support staff Provides leadership necessary to maintain an effective and productive workforce. Specific supervisory responsibilities include but are not limited to:
    • planning, assigning work to be accomplished and evaluating performance by subordinates;
    • interviewing candidates for positions and making selections for non-supervisory positions;
    • hearing and resolving both employee and group grievances and the more serious complaints not resolved by subordinate supervisors;
    • effecting disciplinary measures such as warnings and reprimands and reviewing more serious cases such as suspensions and removals;
    • identifying development and training needs of employees, promoting equal employment opportunity; collaborating with heads of other schools to negotiate, decide on, and/or coordinate work related changes affecting other schools;
    • advising officials with broader and higher responsibilities on problems involving the relationship of school system functions to broader programs;
    • evaluating supervisors and reviewing evaluations made by supervisors on other employees.
  • Shares with the Superintendent responsibility for fiscal management and operation of the district to include preparation, submission, and administration of the annual operating budget and the operation and administration of the school system transportation program, school lunch program, and the health and safety of pupils and school personnel.
  • Plans for school facilities to meet student population levels.
  • Responsible for maintaining adequate records including financial records, business and property records, personnel, school population and scholastic records.

QUALIFICATIONS & EVALUATIONS

QUALIFICATIONS REQUIRED:

  • A valid School Administrator’s (Assistant Superintendent) Certificate, issued by a state, the Commonwealth of Puerto Rico, DoDEA, the U.S. Virgin Islands or the US territory of Guam. Certificate must be in English.
  • Master’s degree in educational administration, including 60 hours of graduate credit, with not less than 30 semester hours of graduate credit in professional education course work, educational administration, curriculum development, educational philosophy and educational supervision. In the alternative, a Master’s degree including 60 hours of graduate credit, with not less than 30 semester hours of graduate credit in professional education course work, educational administration, curriculum development, and educational supervision.
  • Appropriate experience in teaching, educational research, development of educational materials and aids, education testing, guidance counseling, educational administration, or comparable activities which has clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with current developments in education and training.

  1. Demonstrated knowledge of the current principles and philosophy of education, its theories, practices, and techniques which impact student achievement.
  2. Expert knowledge of educational delivery systems and how you incorporate them into management services functions.
  3. Ability to secure the confidence, respect, and cooperation of associates, management officials, teachers, students, and others in carrying out the functions of the educational programs, including the ability to deal with issues and challenges of a school district with a multi-ethnic student population.
  4. Ability to effectively administer a Federal school district and programs, to include the execution of policies of governing bodies; supervision of employees (professional and nonprofessional); development of school philosophy and curriculum development to meet student needs; financial planning and reporting; and planning of new facilities or alteration of existing facilities.
  5. Knowledge and support of EEO programs and principles.
